Under the explanatory note, the bill (Reg. No. 4085) aims at protecting
property rights of the citizens of Ukraine that participated in peaceful
assemblies in the city of Kyiv and other populated areas of the state and at compensation
of damages caused by unlawful action of unidentified persons to the property of
persons that participated and suffered in the course of peaceful assemblies. The author asserts that adoption of the bill will promote introduction of efficient mechanisms for compensation of damages inflicted to the property rights of participants of peaceful assemblies.
Committee members concluded that in view of the fact that the Verkhovna Rada of Ukraine is the only legislative body in the state, one of the authorities of which is adoption of the laws (article 75 and clause 5 of part one of article 85 of the Constitution of Ukraine), amendments to the applicable legislation suggested in the bill, correspond to the provisions of the Constitution of Ukraine.
